Victim thought to be suspect for hours?

U.S. official said authorities at Fort Hood initially thought one of the slain victims was the shooter, a mistake that resulted in a delay of several hours in identifying Hasan as the suspect.

This is buried in the 18th paragraph of the story, but seems pretty huge to me. Was Hasan ever unguarded? Why was the particular slain victim thought to be the suspect? No criticism of the brave first responders at a chaotic scene, but it just seems like a big part of the story with real lessons for the future and it felt strange to have it dropped as an aside in the back end of the story. Again, no criticism or conspiracy theory here - just some odd news judgment.
